Cities: Skylines II · map editor
Terrain, worldmap, sea, lagoon and river channels are already in both saved maps. Everything below is placed by hand in the editor. The lake outlines you can see in-game are carved into the heightmap, so they cannot be moved or damaged by anything you add on top.
One source per basin. The outlines are already in the ground — fill to them, not past them.
Must sit on the map border. Anywhere along it works, so long as that stretch is land.
Map Inspector → Select Starting Tiles. Put it on the arrival site marked in orange.
3.50 m per pixel. Requires MapExt set to None. The whole map fits on screen at full zoom-out.
One per basin. Click inside the outline, then raise Height until the water reaches the edge — and stop there.
